Heat up the non chlorinated water to lukewarm and add 1 t of the 1/4 of sugar and the yeast. Set aside 10-15 minutes until it starts to bloom.
Mix all of the dry ingredients in a bowl, then pour in the yeast mixture and add the oil. Mix well by hand until a tacky dough forms.
Cover and leave for 1-2 hours
Fry the bacon while the dough is rising. Drain most of the fat and cook the carrots until halfway soft then add the onions and cook over low heat until the onions are translucent. Add the thinly slice cabbage and garlic and cook down. Transfer to a plate.
Brown the beef over high heat then add 1 T of flour and cook it down. Add the vegetables and bacon and fold in the cheese.
Pre-heat the oven to 375.
Divide the dough into 6 equal portions and roll into a circle. Add 1/6th of the beef mixture in and shape like a bun.
Bake for 10 minutes, then brush the top with butter and bake about 10 more until the buns are brown.
Let rest for 10 minutes before eating.
